Ellen F. Martin

Executive summary

Ellen Martin is the national leader of Grant Thornton’s Strategic Federal Tax Services business line and is located in the metro Washington DC area. She has almost 20 years of public accounting and tax experience. Martin serves public, closely held and private equity-owned companies and provides a broad range of tax consulting and planning for business tax issues.

Ellen served clients in our Kansas City office prior to joining Grant Thornton’s Washington National Tax Office in 2008. While with WNTO, Ellen held a number of important roles and led signature initiatives, including serving as the technical lead for the firm’s Capital Cost Recovery services. She provided advice to clients and practice offices on a wide variety of Federal tax issues, including revenue and expense recognition under cash and accrual methods, depreciation, capitalization of tangibles and intangibles, inventory methods such as LIFO and uniform capitalization, and many others. She also provided analysis and technical guidance and determined the impact to clients of Federal tax legislation, budget proposals, and regulations. She has served clients that operate in manufacturing, distribution, retail, hospitality and professional services.

From 2018 to 2020, Ellen served as a Tax Policy Advisor at the U.S. Department of the Treasury, where she formulated federal income tax policy and drafted federal income tax guidance. During her time with the Treasury, Ellen dealt with a variety of regulatory and legislative matters related to tax accounting methods and periods. Her primary focus was regulations implementing tax law changes under the Tax Cuts and Jobs Act, most notably the proposed and final bonus depreciation regulations and the proposed revenue recognition regulations.
